In FFXIV, Water Otter Fountain Resin is one of three types of currency needed to purchase the Water Otter Fountain Permit on a player’s Island Sanctuary.
While it may seem like a crafting material — due to its name and the fact that it’s a Level 90 Master Recipe for Disciples of the Hand — this resin and its counterparts are actually given to the Horrendous Hoarder NPC inside of the Cozy Cabin. Two of each item, including Water Otter Fountain Resin, are needed to purchase the permit.
The resin can be created using either the Alchemist or Culinarian classes. It doesn’t matter which; all of the required crafting materials and catalysts are the same across both classes.
