With Crusader Kings 3’s punishing partition succession laws, you may find yourself wanting to get off of those as soon as possible. The problem? Every law other than Confederate Partition requires some sort of Crown Authority. For areas of the world which start on a tribal or clan based ruling, this means you have no control over who gets what when you die until you upgrade your authority.
In this Crusader Kings 3 guide, we’ll be explaining these different authority systems, why it’s so important to move off of them, and how you can do so.
How to Move from Tribal to Feudal Society
The process of moving from a tribal to feudal society is actually much easier than it seems. Assuming you start as a tribe, you’ll need to increase your tribal authority all the way to level four. At that point you’ll have the option to adopt feudal ways or clan ways. This will let you move up to the crown authority you need to change the succession laws.
It’s worth noting that this is especially important for tribal societies because they are locked to Confederate Partition succession which is the worst succession law if you’re trying to hold onto land and power.
Tribal Authority Levels
One thing to keep in mind as you do this is your vassals will not appreciate your efforts to consolidate power. It’s in their best interest to keep as much power as possible. This is directly reflected in the effects of each level:
- Disparate Tribes (Level 1)
- Direct Vassal Opinion: +10
- Characters cannot be imprisoned.
- Limited Tribal Authority (Level 2)
- Characters can be imprisoned.
- Tribal rulers with non-Tribal lieges may settle, becoming Feudal or Clan.
- High Tribal Authority (Level 3)
- Direct Vassal Opinion: -10
- Titles can be revoked
- Vassals can be retracted.
- Absolute Tribal Authority (Level 4)
- Direct Vassal Opinion: -30
- Independent Tribal rules may settle, becoming Feudal or Clan.
As you can see, if your liege was non-Tribal with Limited Tribal Authority, you’d be able to convert to Feudal or Clan. That’s likely not the case, so your only option is to get to Absolute Tribal Authority and convert from there. Keep in mind that you must be an Independent ruler, meaning you have no liege.
Crown Authority Levels
Assuming you’ve taken the plunge and converted to Crown Authority, you still have some work to do to unlock all the succession laws.
- Level 1
- Direct Vassal Opinion: +10
- Limited Crown Authority (Level 2)
- Titles can be revoked
- Vassals can be retracted.
- Enables all Partition Succession laws.
- Clan Government Vassals provide at least 2% of their income.
- Clan Government Vassals provide at least 5% of their levies.
- High Crown Authority (Level 3)
- Vassals cannot declare war on fellow Vassals without a Hook on the liege.
- Vassal titles cannot be inherited by characters outside the realm.
- Enables all succession laws.
- Enables changing gender laws.
- Refusing title revocation is a crime.
- Refusing vassal retraction is a crime.
- Refusing imprisonment is a crime.
- Clan Government Vassals provide at least 5% of their income.
- Clan Government Vassals provide at least 15% of their levies.
- Feudal Vassal Tax Contribution: +10%
- Vassal Levy Contribution: +10%
- Direct Vassal Opinion: -10%
- Absolute Crown Authority (Level 4)
- Vassals cannot declare war on fellow Vassals without a Hook on the liege.
- Rulers can designate their heir.
- Clan Government Vassals provide at least 10% of their income.
- Clan Government Vassals provide at least 25% of their levies.
- Feudal Vassal Tax Contribution: +35%
- Vassal Levy Contribution: +35%
- Direct Vassal Opinion: -30%
In short, get your authority to Crown level two as soon as possible with level three being the end goal.

As a final note, keep in mind that different succession laws also require certain innovations so even if your authority is high enough, you may not be able to do what you want. Make sure to double check the succession tab to see if the required innovation has been unlocked by your society yet.
